EU Regulatory Position on Low-Concentration Hydrogen Peroxide Whitening Systems

Whitening products in the EU with 0.1% to 6% hydrogen peroxide are classified as cosmetics under Directive 2011/84/EU.
Whitening products in this concentration can only be used on patients over 18 years and sold only by dentists.

BeUlight whitening products contain ≤3% hydrogen peroxide and fall within this concentration range. Plasma activation is
applied to enhance whitening efficiency without increasing peroxide concentration.

National provisions have to be respected and can be different than the general EU rule. Outside the EU the national local rules apply.
